The Spokane Housing Authority’s (SHA’s) draft 2023 Annual Public Housing Agency (PHA) Plan & Moving to Work (MTW) Supplement is now available for public review and comments. Please see the notice below for more information on the proposed changes and how you can get involved in shaping the future of SHA.
ABOUT THE DRAFT
As a new MTW agency effective January 1, 2023, the US Department of Housing & Urban Development (HUD) requires that SHA submit the Annual PHA Plan as well as an MTW Supplement, which includes additional attachments and supporting documentation. In accordance with HUD public process requirements and MTW communication best practices, SHA aligned proposed changes into a streamlined version for public review. This easy-to-read version includes the proposed Annual Plan, draft MTW Supplement, and all other required attachments and information.
As of August 28, 2022, the draft plan is available for review online at spokanehousing.org and through a link on SHA’s Facebook page. For more information on SHA’s Moving To Work demonstration program, please visit spokanehousing.org/mtw.
Following a period of public comment and public hearing, a final draft will be submitted to HUD by October 15, 2022, for an effective date of January 1, 2023.

(Spokane, WA – October 12, 2022) – The Spokane Housing Authority (SHA) is honored to announce its Executive Director, Pamela Parr, has been named a 2022 Fellow by the National Association of Housing and Redevelopment Officials (NAHRO). Parr is one of just seven selected nationwide for the fellowship, which recognizes housing professionals’ achievements and actions to improve housing within their community.
Parr was officially recognized during NAHRO’s 2022 National Conference, which took place September 22-24 in San Diego, California. She joins an esteemed group of 40 NAHRO Fellows awarded since the inception of the Fellows Program in 2007. The Fellowship Program was established to honor NAHRO members for their accumulated wisdom and demonstrated mastery in the field.
Fellowship nominees are evaluated based on achievements and sustained contributions in policy, practice, education and training, mentoring, governance, research, and volunteerism. NAHRO Fellows serve as mentors and impart their knowledge to leaders of public housing agencies (PHAs) across the US. Fellows also play an important role in steering NAHRO membership development, conferences, and other program activities.
Pamela Parr states, “It’s an honor to be selected by my colleagues to join this respected group of mentors at the forefront of housing innovation. At SHA we work to cultivate excellence in all that we do; through new staff training, collaboration with local partners, or expanding services and housing supply. This fellowship recognizes SHA’s impact in our community and nationwide.”

There is one position available on this committee. Annually, the Spokane Housing Authority (SHA) provides housing assistance to over 6,200 families of low income through a combination of tenant-based rental assistance, project-based rental assistance, and SHA-managed apartment communities. Monthly meetings are generally held 3:30 p.m. the 4th Monday of the month at the 25 W Nora Avenue, Spokane, unless otherwise announced. Applicants must either work or reside within the Spokane Valley City limits. If you or someone you know is interested in serving on this committee, please submit your application to Spokane Valley City Clerk Chris Bainbridge no later than 4:00 p.m. Monday, November 7, 2022. Applications can be found on the City’s website at www.spokanevalley.org/volunteer or by calling Chris Bainbridge, at 509-720-5102. The tentative date of this appointment is November 2022, during a regular Spokane Valley Council meeting. Terms are for five years.
