Spokane Housing Authority Acquires Land for Affordable Housing Development in Spokane Valley

(Spokane, WA – March 28, 2024) – The Spokane Housing Authority (SHA), a leading organization dedicated to facilitating access to affordable housing across six Eastern Washington counties, is pleased to announce the acquisition of a vacant seven-acre lot located at 10003 E 4th Avenue in Spokane Valley. Nestled in between Appleway Court and Appleway Terrace, this strategic acquisition marks a significant step forward in addressing the critical need for affordable housing.

With a firm commitment to expand affordable housing options, SHA intends to collaborate with a for-profit partner to develop the site into a vibrant residential community catering to households with incomes at or below 60% of the Area Median Income (AMI). This initiative aligns with SHA’s mission to provide safe, secure, and affordable housing solutions for our community.

Units will be income-restricted to ensure affordability, with rent prices set at levels to enable households to thrive economically.  In addition to providing much-needed housing, SHA is exploring the feasibility of incorporating a childcare or early learning facility within the development.

“Our acquisition of the Appleway site underscores our dedication to creating inclusive and sustainable communities where individuals, seniors and families of diverse backgrounds can thrive,” said Pam Parr, Executive Director of SHA. “By leveraging partnerships and innovative approaches, we aim to address the diverse needs of our community and enhance accessibility to essential services.”

Construction on the project is scheduled to commence in fall 2025, with completion anticipated in spring 2027. SHA is dedicated to ensuring that the development process is conducted with transparency, accountability, and community input every step of the way.

Spokane Housing Authority Executive Director Awarded NAHRO Fellowship

(Spokane, WA – October 12, 2022) – The Spokane Housing Authority (SHA) is honored to announce its Executive Director, Pamela Parr, has been named a 2022 Fellow by the National Association of Housing and Redevelopment Officials (NAHRO). Parr is one of just seven selected nationwide for the fellowship, which recognizes housing professionals’ achievements and actions to improve housing within their community.

Parr was officially recognized during NAHRO’s 2022 National Conference, which took place September 22-24 in San Diego, California. She joins an esteemed group of 40 NAHRO Fellows awarded since the inception of the Fellows Program in 2007. The Fellowship Program was established to honor NAHRO members for their accumulated wisdom and demonstrated mastery in the field.

Fellowship nominees are evaluated based on achievements and sustained contributions in policy, practice, education and training, mentoring, governance, research, and volunteerism. NAHRO Fellows serve as mentors and impart their knowledge to leaders of public housing agencies (PHAs) across the US. Fellows also play an important role in steering NAHRO membership development, conferences, and other program activities.

Pamela Parr states, “It’s an honor to be selected by my colleagues to join this respected group of mentors at the forefront of housing innovation. At SHA we work to cultivate excellence in all that we do; through new staff training, collaboration with local partners, or expanding services and housing supply. This fellowship recognizes SHA’s impact in our community and nationwide.”

The Spokane Housing Authority’s (SHA’s) draft 2023 Annual Public Housing Agency (PHA) Plan & Moving to Work (MTW) Supplement is now available for public review and comments. Please see the notice below for more information on the proposed changes and how you can get involved in shaping the future of SHA.

ABOUT THE DRAFT

As a new MTW agency effective January 1, 2023, the US Department of Housing & Urban Development (HUD) requires that SHA submit the Annual PHA Plan as well as an MTW Supplement, which includes additional attachments and supporting documentation. In accordance with HUD public process requirements and MTW communication best practices, SHA aligned proposed changes into a streamlined version for public review. This easy-to-read version includes the proposed Annual Plan, draft MTW Supplement, and all other required attachments and information.

As of August 28, 2022, the draft plan is available for review online at spokanehousing.org and through a link on SHA’s Facebook page. For more information on SHA’s Moving To Work demonstration program, please visit spokanehousing.org/mtw.

Following a period of public comment and public hearing, a final draft will be submitted to HUD by October 15, 2022, for an effective date of January 1, 2023.

Spokane Housing Authority to Celebrate “50 Years of Service”

(Spokane, WA – May 27, 2022) – This week, Spokane Housing Authority (SHA) is pleased to announce an event commemorating SHA’s 50 years of providing affordable housing to the community.

Originally established by the City of Spokane in 1972, SHA was founded to address citizen concerns and improve housing conditions within City limits. SHA expanded to serve a larger area, including the balance of Spokane County; as well as Lincoln, Pend Oreille, Stevens, Whitman, and Ferry Counties. Over the past half-century, SHA has grown from just a few units of public housing in the City of Spokane to more than 6,000 households enrolled in affordable housing programs across Eastern Washington.
Pamela Parr, SHA’s Executive Director, states, “Our 50th anniversary would not be possible without the dedication of generations of employees and community volunteers on SHA’s Board of Commissioners. Their commitment and contributions from partner organizations are critical to our ability to provide housing opportunities in our region.”

SHA operates the third-largest US Housing and Urban Development (HUD) Housing Choice Voucher (HCV, or “Section 8”) program in the state, and manages a large portfolio of affordable housing communities. Year after year, HUD ranks SHA a “High Performer” for excellence in HCV quality and service.
