NOTICE OF PUBLIC HEARING
Revised Housing Choice Voucher Administrative Plan
The Spokane Housing Authority (the “Authority”) will hold an open public hearing for the purpose of hearing comments from the public regarding a plan of finance with respect to the issuance by the Authority of tax-exempt revenue obligations (collectively, the “Obligations”) in an aggregate principal amount of not to exceed $35,000,000 to finance a new multifamily housing facility in Spokane Valley, Washington. The Obligations may be issued as one or more series issued from time to time and may include series of refunding obligations.
The public hearing will be held starting at 3:30 p.m., on April 28, 2025, in the Authority’s offices located at 25 West Nora Avenue, Spokane, Washington 99205 or by conference call by dialing 1-509-703-5933 and entering conference identification number 663 090 182#. The hearing may also be viewed online using Microsoft Teams (https://www.microsoft.com/en-us/microsoft-teams/join-a-meeting; Meeting ID: 251 120 016 630; Passcode: BB949hZ3).
The Bonds will be issued pursuant to Chapter 35.82 of the Revised Code of Washington to finance a qualified residential rental facility described under Section 142(d) of the Internal Revenue Code of 1986, as amended.
The proceeds of the Obligations will be loaned to SHA Appleway LLLP, a Washington limited liability limited partnership, for the acquisition, construction and equipping of the Orchard Vista Apartments, a 240-unit multifamily apartment complex to be located at 9910 E Appleway Boulevard, Spokane Valley, Washington 99206. A percentage of the total apartment units will be set aside for persons or households with low incomes.
Written comments with respect to the proposed project and the proposed plan of finance for the Obligations may be mailed to the attention of Paul Trautman, Development Director, 25 West Nora Avenue, Spokane, Washington 99205 or by facsimile to (509) 323-2364, for receipt no later than 5 p.m. on April 25, 2025. Public testimony will be heard from all interested members of the public attending the hearing. Testimony and written comments regarding land use, zoning and environmental regulation should be directed to the local jurisdiction that is authorized to consider these matters when issuing building permits for the projects
