The Spokane Housing Authority (SHA) will proceed with the application and plan for the Moving to Work (MTW) Demonstration Program enacted under the Omnibus Consolidated Rescissions and Appropriations Act of 1996 – Section 204 of the 1996 HUD Appropriations Act.
On January 7, 2021, the US Department of Housing and Urban Development (HUD) announced the opening of the Moving to Work Program and Application under the MTW Demonstration Program for Fiscal Year 2021: Cohort #4 – Landlord Incentives.
MTW offers the SHA the opportunity to design and test innovative, locally designed landlord incentives to participate in the Housing Choice Voucher program. MTW gives authorities and HUD flexibility to design and test approaches for providing and administering housing assistance in a more cost-effective way and allows housing authorities exceptions to certain Housing Choice Voucher (HCV) rules. MTW enables housing authorities to use HCV funds flexibly.
