Request For Proposals- Project-Based Vouchers (PBV) for New Construction of Affordable Housing in Spokane County

Spokane Housing Authority (SHA) is seeking proposals from developers interested in applying for Project Based Vouchers (PBV) to be used in multi-family affordable housing rental project(s) that serve Elderly (62 or older) or Near Elderly (55 or older) very low- or extremely low-income households in Spokane County. SHA is accepting PBV proposals to allocate up to a total of 100 vouchers to projects located in Spokane County that can serve families at or below 50% of the Area Median Income (AMI).

SHA is looking for experienced developers capable of delivering high quality affordable housing for this underserved population. Successful proposals will demonstrate experience with the type, size, scale and complexity of housing proposed to be developed.

As a result of this RFP, awards may be funded to single or multiple projects depending on available resources. SHA reserves the right as the result of our review to determine the best mix of resources for a proposed project. SHA encourages proposals from developers that will in increase housing stock and overall availability to affordable housing in Spokane County.

Proposers must submit one (1) copy of the proposal in an electronic format by March 22, 2024 by 4:00 PM Pacific Daylight Time. Brevity is strongly encouraged. The reviewers will not consider materials that are not requested below.

To be considered responsive, each submittal should:

  • Be presented in an 8.5” X 11” format, either vertical or horizontal; and

Request For Proposals- Hifumi En New Construction Low Income Housing Tax Credit Investor and Construction Lender

The Spokane Housing Authority (“SHA”) has formed the Hifumi en LLLP, a Washington limited liability limited partnership, to design, develop, construct, and operate the new Hifumi en project located in Spokane, Washington. SHA seeks proposals to finance this new construction project from organizations willing to serve in one or more of the following roles:
– An investor / limited partner for $2,163,557 in annual 9% Low-Income Housing Tax Credits (“LIHTCs”)
– A construction lender for a construction loan of approximately $15,600,000 to supplement a planned $5,000,000 owner’s construction loan.
This RFP is not an offer to sell, or the solicitation of an offer to buy, any security. Investment in the tax credit partnership may be made by the selected partner only upon negotiation of a mutually satisfactory limited partnership agreement and related documents.

Request For Qualifications- General Contractor for the Hifumi-en Apartments Project in Spokane, WA

Hifumi-en LLLP as owner and Spokane Housing Authority as developer (together referred to herein as “SHA”) are requesting interested general contractors to submit their qualifications to provide general contractor services including pre-construction, sitework, offsite infrastructure, building construction, and building demolition for the Hifumi-en Apartments. This project includes new construction of an 86-unit 3-story apartment building and demolition of the existing 41-unit Hifumi-en apartment building all at the Spokane, WA addresses listed above with estimated hard construction costs between $20-22M. This estimated cost includes contractor overhead, profit, bond and general conditions but excludes sales tax, furnishings, and contingency. Hifumi-en Apartments LLLP intends to enter a negotiated construction contract with the successful general contractor.

RFQ Submission
Interested general contractors (“submitters”) must complete documentation required in Part II of this RFQ and return via email to Spokane Housing Authority by 4:30 PM on Monday, July 17, 2023. Submissions must be emailed to [email protected].
This RFQ is coordinated by Paul Trautman. Submitters may contact Mr. Trautman at [email protected] or 509-252-7148 with RFP questions until 4:30 PM on July 12 (the Clarification Deadline) or to confirm timely receipt of their RFQ submission. RFQ responses will be reviewed and, depending on the number of responses, screened to create a short list of firms for interview. The owner will select the most qualified firm to deliver the requested General Contractor services.

The Spokane Housing Authority (SHA) has issued an RFP to identify and select eligible service providers for its Housing Choice Voucher Rental Assistance Program with Supportive Services within Spokane County. NOTICE OF INVITATION FOR BID – Spokane Housing Authority Central Office-Tenant Improvements and HVAC Upgrade

Sealed bids will be received by the Spokane Housing Authority at the Authority Office, 25 W. Nora, Spokane, WA, for the tenant improvements on its Central Office located in Spokane, WA as follows: Contractors shall submit their Basic Bid proposals in a sealed envelope no later than 12:00 p.m., Friday, March 10th, 2023. Proposals received after that time will not be considered. All proposals will be time stamped upon receipt. They will be opened and publicly read at 1:00 p.m. on the same date. The opening will be done in person at the Spokane Housing Authority Main Offices identified below.
