Terri Symbol, Chair -
Ms. Symbol is a Program Officer with Impact
Capital. Ms. Symbol is a graduate of the University of Washington with
a BA in Business Administration and Accounting. Ms. Symbol is a
Certified Public Accountant and a loan underwriter working in rural
communities to promote economic and community development efforts. She
serves on the Project Selection Committee for the City of Spokane and
Spokane County HOME Programs, she has over nine years experience in
the development and management of affordable housing for low-income
families, seniors, persons with disabilities and those with special
needs and in the promotion of good housing policy locally and
nationally. Ms. Symbol’s term expires 3-15-12.

Judy
Butler, Vice Chair - Judy Butler, a long time resident of
the region, was appointed by the City of the Valley on March 22,
2005. Mrs. Butler, a graduate of Gonzaga University and Gonzaga
University School of law, was a principal with the law firm of Lukins
and Annis. Mrs. Butler has served as a board member with a
variety of educational, professional and non-profit organizations
including Gonzaga University Board of Regents, Washington Higher
Education Facilities Authority, Spokane Council of Ecumenical
Ministries, Gonzaga University School of Law Board of Advisors and
Catholic Charities.

William J. Zeck,
Commissioner - Principal, Zeck Butler Architects,
P.S., Graduate of the University of Illinois with a Bachelors of
Architecture. Mr. Zeck is extensively involved in the design of low
and moderate-income housing and has been for over 20 years. He has
worked with several housing authorities, housing developers, state and
federal housing agencies, non-profit housing consultants and community
housing groups. His community activities include being a member of the
Citizens Advisory Committee for new zoning ordinance, fund-raiser for
the American Cancer Society, Facilities Committee Member for Gonzaga
Preparatory School and was a Parent Volunteer for Gonzaga Prep
activities, First Presbyterian Church, Boy Scouts and Cub Scouts of
America. Mr. Zeck’s term expires 3-15-2009.

Julia
Rahmaan, Commissioner - Julia has been a Commissioner since
1998; She is also a resident of Public Housing and the NEWHS Resident
Commissioner. Ms. Rahmaan currently serves on the National Association
of Housing and Redevelopment Officials (NAHRO) Commissioner Committee
and is Chairperson of the Inland Empire Chapter of NAHRO
Commissioner's Committee. She is retired from Red Lyon as the
Assistant Director of Personnel. Ms. Rahmaan has been nationally
recognized by NAHRO and the White House for her activities and
involvement in housing. She is a member of the Institute for
Neighborhood Leadership, Riverside Neighborhood Council and Washington
State Coalition for the Homeless. She served as President of the
Parsons Resident Council and has volunteered in activities such as TOP
COPS, V.O.I.C.E.S., LIPCA and SHAC. Ms. Rahmaan’s
term expires 3-15-2011

Mark Dresback, Commissioner - Mr.
Dresback was appointed to the Board by the City of Spokane.

Steve Cervantes, Executive Director -
Steve has over 25 years experience in the administration of a variety
of housing and community development and redevelopment endeavors.
Most recently he served as the Director for the Human Services Agency
Office of Housing in San Mateo County, California for five years,
which included holding the positions of the Director of the San Mateo
County Housing Authority, and Director of the Housing and Community
Development and the Office of Homelessness. The Housing Authority
consists of 75 employees, 290 units of Public Housing, and provides
rental assistance to about 5000 families in San Mateo County. Prior
to this Steve was the Community Development Director for the City of
Baldwin Park, California for three years in this position he served as
the Executive Director of the Redevelopment Agency and the Housing
Authority simultaneously, and the Director of Redevelopment in the
City of Azusa, California for four years. His experience and
practical knowledge are backed by a Master in Architecture and Master
of City Planning from the Massachusetts Institute of Technology. With
his proven track record, high professional standards, team building,
and management skills, NEWHS will successfully continue its’ mission
of “Building communities in Northeast Washington by leading,
advocating, and partnering in the creation of livable neighborhoods.”
